ANALYSIS OF BUILDING PERMIT SYSTEMS IN INDONESIA (CASE STUDY: CIMAHI CITY AND BANDUNG CITY, WEST JAVA PROVINCE)

The Building Permit System is a process of checking the suitability of the planning and design of buildings with the technical standards of buildings that have been stipulated in government regulations. The main rule of building standards in Indonesia is UU No. 28 Tahun 2002 concerning buildings equipped with PP No. 16 Tahun 2021 as the Implementing PP. The building inspection process in Indonesia is still not optimal, ranking 112 worldwide (Jakarta Property Institute, 2019). Therefore, in this study, we will analyse the current building permit system service process in Indonesia and its improvement and implement the building permit system model in other countries in Indonesia. The research method that will be used has three stages, first determining the building permit assessment model, second formulating the building permit system scenario and finally assessing the scenario that has been formulated with a predetermined model. The results obtained from this study are for now the building permit system that is suitable to be carried out is by using a system that combines PP No. 16 of 2021 with the rules that apply in their respective regions. In addition, Indonesia is still not ready to implement a building permit system that uses the services of private institutions, only big cities are able to implement the system.
