Summary: | Persons with disabilities are a vulnerable group in disasters with a high risk of death,
injury, property, and economic loss. Factors that influence disability vulnerability in
disasters are lack of disaster information and knowledge, lack of accessibility to disaster
communication, information, and infrastructure, differences in disability needs according
to the type and characteristics of disability, and lack of investment in inclusive DRR.
Referring to CRPD and SFDRR, disability capability is an important capital for disability
in efforts to increase DRR. The location of the study in this research is Mount Merapi,
Magelang, Central Java. This research aims to formulate a strategy to increase the
capability of people with disabilities to face disasters to increase their resilience. In the
context of disability, capability is understood as the practical ability of those with the status
of persons with disabilities. In this study, the data collection method used is by interviewing
several resource persons from organizations of persons with disabilities according to the
characteristics and types of disability, interviews with government agencies related to
disability and disaster empowerment policies, and literature studies related to existing
regional and local policies related to inclusive DRR. The analytical method used is
descriptive qualitative analysis and policy gap analysis. The findings are divided into two,
the first is identification of capabilities in coping with disaster and the second analysis are
based on a gap analysis of existing policies and conditions, the results are the form of
policy and strategy. |
