Summary:The land administration system is an important element in determining the success of development within the country. The Land Management Paradigm, which is the theoretical basis for modern land administration, places land tenure, land value, land use, and land development which are considered holistically as important functions in land management to realize sustainable development in an area. In Indonesia, the Land Management Paradigm principle was adopted by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency in translating goals into strategic targets as stated in the Strategic Plan of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency for 2020-2024. One of the strategies set by the Ministry of Agrarian Affairs and Spatial Planning / National Land Agency is to realize a complete city/district land registration which can be achieved by implementing land registration for the first time in the issuance of a certificate of land rights as proof of rights. This strategy is carried out to achieve the goal of land management to realize people's welfare through aspects of providing cadastral information infrastructure and aspects of land tenure and ownership (tenureship). Palangka Raya, the capital city of Central Kalimantan Province, is designated as a growth corridor on the island of Kalimantan. Based on the 2020-2024 RPJMN. The cities that are designated as growth corridors are mandated to increase legal certainty of land rights, one of which is carried out through complete systematic land registration. The complete systematic land registration which is part of the first land registration is carried out in a village or sub-district unit. Menteng Urban Village is one of the sub-districts in Palangka Raya City which is targeted to achieve a complete urban village by 2023. Until now, it is estimated that there are still 53% of land parcels in the Menteng Urban Village that have not been registered. Land registration was first carried out to increase the synergy in the use of regional space through a development strategy. One of the steps needed in implementing the Land Management Paradigm is to optimize land registration for the first time. Therefore, this study aims to find out the interested parties and the iv structure of the problems that occur in the implementation of the first land registration through a complete systematic land registration, the results are then analyzed to formulate a strategy for optimizing the first land registration through a complete systematic land registration as an effort fulfillment of land tenure functions within the framework of the Land Management Paradigm. The research was conducted with a qualitative approach, the primary data collection was carried out through field observations and interviews with the relevant parties, namely the Land Office of Palangka Raya City and Regional Apparatuses of the Palangka Raya City Government, while secondary data was carried out through literature review and institutional surveys in agencies. the government related to land registration for the first time through a complete systematic land registration to fulfill the land tenure function within the framework of the Land Management Paradigm in the Menteng Urban Village area, Palangka Raya City. Based on the data obtained, the identification of the strengths, weaknesses, opportunities, and threats in the implementation of land registration for the first time through a complete systematic land registration, to then be used in formulating a strategy for optimizing land registration for the first time through a complete systematic land registration as an effort to fulfill the land tenure function in Land Management Paradigm framework. From the analysis conducted, there are two general strategies that the relevant stakeholders can apply. The two strategies are increasing synergy between stakeholders in optimizing land registration for the first time through complete systematic land registration and preventing and handling pre-registration disputes through the formation of an integrated team between agencies. The general strategy is then described in the main strategy and functional strategy as the basis for operationalization in the field. It is hoped that this strategy formulation can be used as consideration by relevant stakeholders in determining policies and implementing land registration for the first time through complete systematic registration as an effort to fulfill land tenure functions within the Land Management Paradigm framework which can then be implemented to support the realization of sustainable development.
