Summary: | The development of transportation infrastructure is one of the main focuses in
economic development in Indonesia, the West Java International Airport is one of
them. According to the initial development goals, West Java International Airport
was designated for the movement of goods. Over time, the COVID-19 pandemic
occurred and at that moment the air cargo business showed good performance
because it was resilient and quickly recovered from the impact of COVID-19. That
moment was used by the government to encourage West Java International Airport
to become a logistics hub, considering the wide market potential and the quality of
services it has. West Java International Airport as a prospective logistics hub is
supported by a hinterland of logistics services, namely industrial and agricultural
areas. As a prospective logistics hub, West Java International Airport's logistics
service facilities should be available and have been utilized, but current conditions
do not reflect this. Airport services that are not utilized optimally are an important
issue to be addressed immediately because they cause financial losses from the
large airport operational costs and other additional costs that must be incurred by
the airport in a fixed amount. Therefore, the purpose of this study is to analyze the
potential utilization of West Java International Airport logistics services by
industrial areas around the airport. The research was conducted using a qualitative
approach. Primary data was obtained through stakeholder interviews and
observation, and secondary data was used to analyze. The first objective is related
to industrial characteristics around the airport, it is known that there are two
industrial areas, namely Kertajati Aerocity which is intended for the aviation,
military defense, creative, pharmaceutical, electronics, warehousing industry, then
there is Kertajati Industrial Estate Majalengka (KIEM) which is intended for the
textile, technology, automotive, chemical and food industry. In the second objective,
logistical needs and challenges are analyzed, from the supply side are land access
to the airport, specifically the Cisumdawu toll road and railroads, supporting
logistics infrastructures such as cargo village, finance, and land ownership. The
challenges and needs from the demand side for logistics services are related to the
development of the area around the airport, the initiatives of logistics
entrepreneurs, regulations related to airport functions. In this study it was found
that the industrial area has the potential to use the logistics services of the Westiv
Java International Airport. KIEM uses logistics services for the distribution of
industrial products in industrial areas, while the demand for logistics services at
Kertajati Aerocity comes from various activities at the Aerospace Park and
Creative Technology Center. Kertajati Aerocity also supports the supply of logistics
services at the Logistics Hub. Along with the development of industrial estates
around the airport, the government believes that agricultural potential can be
facilitated in industrial areas through several scenarios, namely direct support,
indirect support, and facilities in other areas. This study also found that West Java
International Airport has the potential to become a logistics hub. At the end of the
study, recommendations were given so that the utilization of West Java
International Airport logistics services was more optimal and the realization of the
airport as a logistics hub could be implemented. |
