IDENTIFICATION OF COMMUNITY BASED TOURISM (CBT) CONCEPT APPLICATION IN THE DEVELOPMENT OF GAMPONG NUSA, LHOKNGA, ACEH BESAR

Developing tourism through society or community known as Community Based Tourism (CBT) is an approach in tourism development that focuses on economic, social, and environmental balance by relying on the empowerment of local communities as actors and beneficiaries. Tourism Village is a manifestation in the application of the CBT concept that can provide social, economic, and environmental benefits. Gampong Nusa is one of the tourism villages that is considered successful and independent in empowering local communities to manage community-based tourism. Through descriptive research with a qualitative approach, along with content analysis methods, this study aims to identify the process of developing concept of CBT and the role of the actors that involved in developing tourism in Gampong Nusa. The theoretical basis in this study includes sustainable tourism development, communitybased tourism concept, and participation theory used for the development process of CBT concept and the role of actors that involved in Gampong Nusa’s tourism. The results of this research are, there are five phases of CBT concept development in Gampong Nusanamed the preparation phase, community assessment phase and development and community, organization phase, planning and implementation phase, and supervision phase (innovation). Gampong Nusa has different abilities and continues to improve in each phase in the application of the CBT concept. However, in 2020 there were obstacles due to Covid-19 that affected the development phase of Gampong Nusa. Gampong Nusa community has been independent in managing the planning of Tourism Development, the success of Gampong Nusa in the application of the concept of CBT can not be separated from the role and participation of actors who are divided into three actors consist of society, government, and private sector. The role and active participation of each actor has an influence on increasing income as one of the benefits of tourism in Gampong Nusa. A key actor in the development of the CBT concept in Gampong Nusa is the Nusa Tourism Institute (LPN) which has an important role in the process from the preparation phase into the supervision phase (innovation) and cooperation that carried out with external parties such as the government and the private sector. In each phase of developing this concept, the actors who involved has their own roles and forms of participation in suitable with their abilities.
