With the difference in traffic density that passes through the road, the condition of the road pavement and road maintenance that must be carried out will be different. Therefore, with a limited budget and in an effort to manage these assets, the Directorate General of Highways uses the Indonesian Road Management System (IRMS) V.3 application to predict the maintenance or handling needs that will be carried out in the field. To determine the factors and variables that influence and optimize the planning of road maintenance programs using the IRMS V.3 application, a factor analysis of the International Roughness Index (IRI), Remaining Structural Life (RSL) and Program Performance Indicators (IKP) was carried out in determining road maintenance programs. in high traffic, medium traffic and low traffic conditions. This analysis is also carried out with three budget scenarios, namely unconstrained, constrained and do nothing for each traffic condition. Based on the analysis conducted with a span of 10 years, the result is that to maintain the value of IRI, RSL and IKP in good condition, objective variable of IRI and IKP is for all traffic conditions. Maintenance requirements for all traffic conditions and budgets will result in different maintenance requirements. Road conditions will get better results, if using the unconstrained scenario compared to the constrained scenario. Unconstrained scenario will be more aggressive in the first year, so that the resulting road conditions will be better. For the following years, only maintenance will be carried out for that segment. Meanwhile, the use of constrained results in the handling in stages every year. Good road conditions will affect road users, because it will reduce vehicle operating costs that will be incurred. text
