In 2019, there were 21 million vehicles that qualify to use toll road services in Indonesia. If there is no significant development in toll road payment service in the next upcoming years, it is predicted that in the next seven to eight years, toll road users will spend 1.5 times longer waiting in line at toll gates. This paper demonstrates the development of the payment service system for the Electronic On-Board Unit (E-OBU) mobile application for Multi-Lane Free-Flow (MLFF) technology implementation as an effort to eliminate vehicle queues on toll gates. This payment service system was implemented as a backend application hosted on the Google App Engine. The system was developed using the NodeJS runtime environment. Meanwhile, this system was tested using several methods: black-box testing on the mobile application level and load testing on the backend application that has been deployed on the Google App Engine and MongoDB Atlas. The test results show two notable findings. Firstly, the system architecture design that has been designed is feasible to be implemented for the MLFF system in Indonesia with several notes. Secondly, the payment service development for MLFF implementation in Indonesia can be achieved by integration with Midtrans Payment Gateway. text
