IMPROVED WASTE MANAGEMENT SYSTEM BASED ON ABILITY TO PAY, WILLINGNESS TO PAY, AND WILLINGNESS TO PARTICIPATE IN THE UPPER CITARUM RIVER WATERSHED SECTOR 6 BOJONGSOANG DISTRICT

The Citarum River experiences environmental pollution due to the entry of garbage into the Citarum River up to 3512.2 tons/day. The impact of this pollution is felt by the District of Bojongsoang as one of the priority villages. To prevent sustainable impacts, it is necessary to reform the waste management system. This study aims to improve the waste management system based on ability to pay, willingness to pay, and willingness to participate in the community of Bojongsoang District which can be obtained through waste generation samples and questionnaires. Questionnaire samples were obtained through 101 samples equipped with interviews and direct observation methods while 26 domestic samples and 10 non-domestic samples were obtained through waste generation sampling referring to SNI 19-3964-1995. ATP can be known through the amount of income per month, WTP will be known through the stated preference method and willingness to participate will be known through the calculation of the participation index. Based on the calculation, the ATP value is Rp. 28,226,48, WTP is Rp.23.784,90 and the index of willingness to participate is included in the high participation group, which is 79,97%. To provide the right recommendations, it is necessary to have a pessimistic, moderate and optimistic scenario of waste generation referring to the Jakstrada 2018 and the outcome target of the PPK DAS Citarum Team's waste management. The parameters used in the generation scenario are minimization of waste generation at the source, optimization of waste collection and waste sorting efforts so that a moderate scenario is chosen. Recommendations for improving the system given are the use of pail buckets, closed tub carriers, skip bins and the use of Black Soldier Fly. The improvement of this waste management system requires a change in the cost of waste management to Rp. 25,000.00 /month/house.
