Shelter is a basic basic human need in addition to the need for clothing and food. The need for housing that deserves security and comfort can usually be reached if people have a large income so that decent housing is difficult to reach for people with low incomes. Housing prices are closely related to population growth in the area, so dense cities often create slums or squatter settlements. Slum areas are often found around riverbanks because rivers can be a source of water and a place to dispose of household waste. Disposal of waste and garbage into rivers always causes flooding problems during the rainy season, especially in settlements along the river. Illegal settlements arise because people live on state land so that it is difficult for the government to organize cities. Slums are not only found in suburban areas, but can also be located in the middle of the city called urban villages such as on the banks of rivers, on the banks of railroads, under flyovers, in city parks and other green open lands. To overcome this, the government carried out a Rusunawa program which is a decent place to live for people who have low incomes and normalized rivers in order to reduce the potential for flooding which not only harms the community but also the government.
Along with population growth in urban areas, the need for the provision of residential facilities and infrastructure will also increase, either through upgrades or new developments. Furthermore, the fulfillment of the needs for settlement facilities and infrastructure, both in terms of affordable and livable housing and residential environments, has not been fully provided either by the community itself or by the government, so that the carrying capacity of existing residential infrastructure and facilities begins to decline which in turn contributes to the occurrence of slum neighborhood.
The housing problem basically consists of two basic problems, namely the scarcity of houses and the low quality of houses. It is said that there is a shortage of houses if the number of houses available in a community is less than the number of houses needed by the community. The quality of housing is said to be low if the physical condition of the house and its supporting facilities are below the minimum standard of a healthy house
The complexity of Jakarta's urban planning is closely related to slums, poverty, and urbanization. This means that community growth is getting faster than the urban spatial development that is increasingly needed. Now the problem is focused on the management of Ciliwung and its banks. Communities around this area are the most affected by Ciliwung when it floods. Ciliwung has experienced narrowing and siltation without ever being treated on an ongoing basis.
The government must immediately implement the master plan for river management in Jakarta, starting from normalization to relocating residents from riverbanks. Green open areas, lakes, and reservoirs are re-functioning, as well as integrating the drainage system. Another thing is to change the mindset of all stakeholders by formulating and practicing an attitude of life that is friendly to nature.
The project to be built has the main objective of accommodating the communities affected by the relocation of the Ciliwung River and the TNI families living in the Berlan Complex. The design area is also shown to organize areas that have a high population density but still get good service from the government. In addition, this area is expected to be an inspiration for the government to reduce the population of slums in Indonesia.
There are two main issues in the designed project, namely settlements in densely populated areas and river normalization as a design effort to help the government's flagship program. Building shelter in densely populated areas is important because Indonesia has the fourth largest population on earth, so the design will answer the solution how to create a narrow area with a lot of people. Normalization of the Ciliwung River is no less important to reduce flood disasters in Jakarta due to the disposal of waste and garbage by people living around the banks of the Ciliwung River. The success of the government's normalization program can also reflect that the government pays attention to the safety and comfort of its people.
