description Abstract :

In enchancing their level of income for better livelihood, usually rural people have to shift their economic activities to other areas that generates higher value added. In undertaking such shift in economic activity, it is often neceessary to undertake activities having differet technological base from the one that underlies their previous economic activity. One of the stimulant that leads to the shift from one economic activity to another is the introduction of some technology which is considered as a new technology to the particular rural community. In other words, the shift in economic activity is induced by some form of technology transfer to the community.

In attempting to have a better understanding of how the rural people deal with technology transfer, a study was made to a case whereby a significant part of the rural community of Mekarbakti village, Kecamatan Tanjungsari, Kabupaten Sumedang has shifted their economic activity from cultivation to dairy farming.

The study was made by undertaking an investigation directed to address the following questions : (1) how is the functioning of the various dairy farming technological practices takes place ?; (2) how does the functioning of the various technological practices affect the output of the dairy farming activities?; (3) what feasible undertakings can be made so that the functioning of the various technology can be directed to improve the performance of the dairy farming activites?

The following conclusions can be made from the study; First, the fact that the rural community has shifted their livelihood from cultivation to dairy farming indicates that there is dinamicity in rural community; they are capable of deciding to undertake change in their livehood as they see that such is necessary. Two, although dairy farming activities has taken place only for about five years, they have been able to develop their knowledge and skills for dairy farming at a reasonable level, although not quite satisfactorily. This can be observed from the average level of productivy of each cow, which is arround 12.9 liters per day, compared to 15 to 20 liters per day that are observed in a more developed dairy farming environment. Three, it is observed that the level of welfare of those who are undertaking dairy farming as their livelihood are better than those who are not, even though they have not been quite efficient in their production. Fourth, the main problems of the dairy farming business in the particular village where the study was undertaken is that the number of stock owned by each familiy is too small, i.e. 3 cows on average, and the relatively high percentage of the cost of feed concentrate with respect to the price of milk. Fifth, to improve the economic performance of dairy farming in the village, the following efforts are considered necessary: (1) genetic improvement of the cattle, (2) improvement of the feed in terms of adequacy, nutrients balance and quality, and (3) increase the stock to at least 6 cows per household.

Of the three efforts, the last one can only be pursued when the price of milk and price of concentrates has reach a proportion. Such that the overall effect will increase the net income of the dairy farming activity.

Before such conditions is realized , it is suggested that the current have of cows per household, e.i. 3 cows, be maintained, but at the same time improvement in productivity and in the quality of product by way of better practices in grass cultivation, and improvement of the quality and supply of feed stock. Some of the suggested approaches are feedstock preparation to produce hay, sillage , urea mollases blocks, and better quality concentrate. Aside from that, it is also suggested to practice artificial insemination and embryo transfer.
