COMBATING SOCIAL AND SPATIAL SEGREGATION THROUGH SOCIAL MIXING: MIXED INCOME HOUSING IN JAKARTA TIMUR

The increasing of housing demand in big cities caused by urbanization is one of the factors of housing scarcity. The reality of housing condition in Indonesia is not in line with Indonesia’s independence dream, which promoting the public’s prosperity. Housing procurement in Indonesia is driven by private developers in the aim of making profit, ignoring low-income people who cannot afford settlement in the process. This issue causes many problem such as inequality of public service, education, health, social disparities, and conflicts between communities. Some of the phenomenons arises due to living inequality are spatial and social segregariton. Spatial and social segregation occurs in neighborhoods built by private developers. One of the actual case of spatial and social segregation in Indonesia is in Kampung Tambun Rengas, Jakarta Timur. Kampung Tambun Rengas is located in between of two private developers’s neighborhoods, named Jakarta Garden City. As a result of the development process of Jakarta Garden City, Kampung Tambun Rengas become vulnerable to the threat of flooding due to shrinking green area. As an effort to overcome spatial and social segregation in Kampung Tambun Rengas, the contribution of architecture is to develop housing that applies the principle of social mixing and high density housing. The objective of this project is improving the living quality in Kampung Tambun Rengas, hoping to match the living quality of surrounding neighborhoods. The project consist of residential and commercial facilities. In addition to the procurement of vertical housing, Kampung Tambun Rengas will rearranged through land consolidation. Land consolidation is carried out to optimize land use. The project uses social mixing approach, mix all community groups in one built environment so that the sense of community is formed between these groups.
