Summary:The Occupational Safety and Health (OSH) performance is an illustration of the achievement of the organization's OSH performance targets in carrying out the company's business processes through established OSH strategic programs. OSH Performance Indicators are divided into two types, namely lagging indicators, and leading indicators. The examples of OSH leading indicators include the number of employees who have OSH competence, the number of realizations of mandatory OSH training according to regulations and the percentage of workers receiving OSH training based on the OSH competency matrix. Based on accident investigation data at PKT for the last three years, the root cause of work accident problems is generally caused by the lack of OHS competence possessed by workers. This research aim to develop an OHS technical competency matrix in the OHS Department, a Mandatory OHS technical competency matrix for all workers, and an OHS competency training syllabus so that all workers already have OHS technical competence to work safely. The preparation of OSH technical competencies uses a conceptual framework in the form of defining performance effectiveness criteria, identifying the job desk of the OSH Department, identifying job activities and job competency requirements (using SIPOC diagram, RACI Matrix analysis, and Taxonomy Bloom Principle), validate job competency and prepare the application of the competency model. The SIPOC diagram will be used to determine the activity process in each section in the OSH Department to carry out job activities and job competency requirements. The RACI Matrix will be used to identify the need and gradation of competence for a position in the OSH Department. The technical competency level will be referred from Bloom’s taxonomy for learning and assessing with a PKT’s Proficiency Level based on the Dreyfus Model. In validating the proposed OHS Technical Competencies, a re-mapping of compliance with Indonesian government regulations with a list of OHS technical competencies was compiled. So that it will be seen the compatibility between OSH Technical competence with regulations. The OSH technical competency matrix for the OSH Department is divided according to the level of position and according to the duties and responsibilities of each division. In total there are 174 OSH technical competencies in the OSH Dept. For mandatory OSH Technical competency, which must be possessed by all PKT employees at various levels, there are 74 OSH technical competencies. In fulfilling these competencies, a total of 65 OSH training programs are needed.
