Various problems have arisen due to the city’s inability to provide its basic services, leading to the emergence of urban sprawl and overpopulation. Jakarta’s central government has implemented 8 Transit Oriented Development (TOD) principles in several areas as a means to halt the sprawl while also boosting the city’s public transportation ridership, as written in Jakarta’s Governor Regulation no. 15 of 2020. However, this multibillion-rupiah TOD area’s development progress must be postponed as the COVID-19 case arise, while a reconsideration of its relevance with the physical distancing and the cordon sanitaire regulation is much needed. Moreover, several metrics in the TOD principles disagree with the post-pandemic city development concept, such as the city area density baseline, private and public space usage, and mass transportation capacity benchmark. The scope of this research is the delineation of the Lebak Bulus TOD Area, serving as the first MRT transit station in Jakarta’s peripheral area. This research uses a benchmark-based index scoring method and a spatial distribution mapping method to evaluate 8 TOD principles and 61 post-pandemic city indicators. A key finding is that TOD principles have yet to be implemented per the TOD index standard, but the area shows several post-pandemic city concept indicators that achieve the benchmark. This shows that even though Lebak Bulus TOD Area has not yet achieved the TOD index standard, the development should not adopt a different principle entirely as several aspects have already aligned with the post-pandemic city concept. text
