IT services are software that can provide capabilities to fulfil business processes in organizations. In practice, the development of IT services is highly dependent on the availability of human resources who have competence in software development. However, this limitation can be overcome by involving external parties (external outsourcing) as software developers. However, this approach has a weakness: the potential for discrepancies between specifications and development results because external parties do not understand the organization's business processes. Therefore, the organization needs to provide a system design that external parties can reach. In line with the spirit of forest management transformation, the PUPH Directorate needs to upgrade conventional services to IT services. To fulfil this, the PUPH Directorate must provide IT service design documents to develop IT services. This study aims to design an integrated service system that can then be used as a guide for application development by external parties. The SCSE framework was chosen as a guide in designing IT service systems. The resulting design is evaluated against four SOA principles: coupling, cohesion, complexity, and reusability. Based on the testing results, the design system has met the SOA rules: a coupling factor value of 0.006 indicates low inter-service dependency, cohesion factor of 0.723 indicates high interoperability relationship, complexity factor of 0.008 indicates low complexity, and reusability of 2.353 indicates reusable. The resulting IT service system design has been used as a guide for development by external parties. Based on project monitoring results, the design can be a control card for IT service development by both the Directorate and external parties. Then the results of the service IT carried out a performance test through UAT, based on the usability factor showing the results of the assessment of the average user being satisfied with the IT services that have been developed.
