New connection request through CAC procedure is done by negotiation of traffic parameters and QoS between source and network. After the connection is admitted by CAC, the network allocates VC bandwidth and creates traffic contract which fill in that, negotiated traffic parameter and QoS. Source makes traffic shaping such that output cells aren't violated traffic contract.<br /><p align="justify"><br />Next, source sent cells to the network whereas its actual traffic is different from initial one. If actual traffic is greater than contract, shaping will drop violation cell. If actual traffic is less than contract, wasting link bandwidth will be occur.<br /><p align="justify"><br />ITU-T recommendation Q.2963.1 recommended renegotiations to increases or decreases traffic parameter PCR when connection is running. New PCR value is calculated by provision cell loss on shapping per certain measurement interval.<br /><p align="justify"><br />By renegotiations, application that run over VBR-RT traffic is possible to mods its traffic parameter and to fix its QoS, compare to without renegotiations. By take a traffic parameter sample of videophone applications and on-off source model, observes the effect of measurement interval, the network load and initial PCR to number of renegotiations and time to steady state. text
