There is a deviation between total nitrogen requirement with nitrogen production at Refinery Unit VI that has impact in a nitrogen supply shortage which can interrupt of the production process at Refinery Unit VI. The objective of the study is to solve the problem of nitrogen supply shortage at Refinery Unit VI, so that continuity of nitrogen supply and fulfillment of stock security can be achieved to support the business continuity at Refinery Unit VI. The root cause analysis method is used to identify the cause of business problems structurally and comprehensively by using two method approaches that complementary consisting of Kepner-Tregoe Problem Analysis and Fault Tree Analysis. The brainstorming method is used to determine several alternative solutions by involving Subject Matter Experts (SMEs) as decision maker, there are 3 (three) long term alternative solutions: (1) Repair main equipment of existing nitrogen plant, (2) Build new nitrogen plant, (3) Purchase nitrogen from external vendor. The Analytic Hierarchy Process (AHP) method is used to select the best solution from several alternative solutions obtained from the brainstorming stage with several experts. The final stage of this study is to make strategy and plan from the best-selected solution to solve the nitrogen supply shortage at Refinery Unit VI, so that the best solution can be implemented appropriately based on time, cost, quality, and safety aspects. The project implementation plan includes 3 (three) main scopes consisting of processes, people, and tools aspects. text
