Summary: | The purpose of this study is to explain the efforts and obstacles that the Banda Aceh City Tourism Office has in improving human resources in the tourism sector. One of the missions of the Banda Aceh City Tourism Office is to improve the quality and professionalism of human resources in the tourism and creative economy sectors. In achieving this mission, the Banda Aceh City Tourism Office needs to make several collaborative efforts with several local government agencies so that data collection in this study also involves several parties who are considered capable of achieving the research objectives. This qualitative research with descriptive approach uses interview, observation, and document techniques to collect data. Interviews were conducted with five sources from various government agencies in Banda Aceh City. There are three findings in this study, namely: (1) The efforts of the Banda Aceh City Tourism Office in developing human resources in the tourism sector are divided into two categories of efforts, namely efforts to develop formal culture and efforts to develop informally. Formal HR development is carried out through the implementation of routine activities such as training, seminars, webinars, and FGDs. On the other hand, the development of human resources is informally carried out by the Tourism Office by encouraging and motivating employees to learn independently through training activities, seminars, webinars, and FGDs. (2) The lack of budget is the main obstacle faced by the Banda Aceh City Tourism Office. (3) The absence of professional staff is an additional obstacle faced by the Banda Aceh City Tourism Office. The professional employees in question are tourism graduates. Therefore, the results of this study also provide recommendations to the Banda Aceh City Tourism Office to recruit employees from tourism graduates, especially graduates of Bachelors and Masters of Tourism so that the increase in human resources in the tourism sector can be carried out optimally. |
