| Summary: | Nagari ulakan mangrove ecotourism is located around community settlements. The development of this mangrove forest certainly involves the surrounding community because it is located in the community. The purpose of this study is to identify how community participation in the development of mangrove ecotourism is based on the level of planning, implementation and utilization. The method used is a qualitative method with a rationalistic approach. The results of the study indicate that community participation at the planning level is to provide ideas, involve socialization, and be involved in the design process. Meanwhile, participation at the implementation level can be seen in the search for funds and the physical development of tourism. Participation at the level of utilization of business opportunities and job opportunities obtained by the community.
