Summary: | PT X manages the supply of fuel in the West Kalimantan region by using TBBM Y, which is located on the banks of the Kapuas River. At the same time, the Kapuas River is having siltation which poses a big challenge for the smooth supply of fuel. The fuel supply is currently carried out within 418 shipments annually with the largest vessel size being 16,500 DWT. However, the average filling rate of the vessel’s capacity is only 81,4% with the depth of the Kapuas River being the main limitation. With the silting that occurs, it is feared that TBBM Y will not be able to fulfill the increasing demand for fuel. PT X is planning to dredge the riverbed that requires an accumulated cost of IDR 294 billion annually. However, these costs will be much greater in the long run when compared to the construction cost of a new TBBM on the coastline. Therefore, the location planning for new TBBM on the West Kalimantan coastline is important to ensure smooth fuel supply and supply chain cost savings.
The location planning for the new TBBM utilize a linear programming model developed by Lashine (2006) as a research reference model. This model discusses the determination of optimal location for a warehouse in a three-echelon supply chain system. The model is then developed with the addition of water draft aspect and inter-location transshipment aspect on alternative TBBM locations. In addition, the costs of dredging at TBBM Y and the cost of constructing a new TBBM are also considered. The model solution obtained through the LINGO software shows that the optimal location for TBBM is in North Kayong Regency. Therefore, PT X needs a plan to relocate the whole operation of TBBM Y. In addition, the new TBBM requires a capacity of 62,943 KL with reference to the size of storage tanks in API 650. With the construction of this new TBBM, financial projections estimate that PT X can save a total of IDR 766 billion of fuel supply chain costs in a span of 10 years.
