REVIEW DESIGN OF THE FLOOD MANAGEMENT ALTERNATIVE IN WAE PESI RIVER MANGGARAI DISTRICT

Wae Pesi River is one of the rivers in Flores River Basin, which is part of National Strategic River Basin. This river holds important role in Flores Island. This river holds important role in Flores Island. Each year on rainy season, the increased water flow rate in this river causes runoff flooding. In addition, there is a distant contrast in ebb and flow tide level in Wae Pesi River. Erosion and landslide in the upstream of watershed cause sedimentation, siltation, and thus, blocking the water flow in Wae Pesi River. These problems are worsened by a serious damage due to river cliff scouring. In 2017, flood management alternative design for Wae Pesi River has been planned, but the implementation has not been conducted until now. And due to frequent flooding, it is necessary to review the flood management alternative design for Wae Pesi River according to current physical environment condition. There are three important analyses for river flood management which are hydrology analysis, hydrometric analysis, and hydraulic analysis. Hydraulic analysis is performed to calculate flood discharge using Nakayasu, Synder, SCS, and ITB methods. In the other hand, hydrometric analysis measures ebb and flow tide supported by Delft-3D software. And for hydraulic analysis, hydrodynamic model is used with the support of HEC-RAS 6.0 software. 1D steady flow is simulated to determine bank full capacity of the river for Q2 calibration material, and 1D unsteady flow is simulated to see the water level and river discharge. 2D unsteady flow is also set up to see the river flow. From the analysis results, the flood management alternative solutions that are suitable to be implemented in Wae Pesi River according to the current situation are suggested. text
