In Indonesia, the unemployment rate increased by 7.07%. The educational factor that determines the quality of human resources is an important factor in efforts to overcome this. Currently, the government's efforts have been carried out through the policies of the Ministry of Manpower (Kemenaker), namely the Job Loss Guarantee Program (JKP) and the Job Training Center's 3R program (reorientation, revitalization, and rebranding). Based on these programs, one of the focuses of the government is the equal distribution of the quality of human resources for prospective workers through the Vocational Training Center (BLK), as well as improving the quality so it can become an effective means of reducing unemployment. In general, Vocational Training center's problems in Indonesia include the low quality of facilities and infrastructure, lack of networking between stakeholders, low participant competency results due to the quality of the learning environment that does not support interest, and the lack of independence and hard work character of the trainees as prospective workers. Therefore, the Job Training Center project was designed to reduce unemployment by improving the quality of human resources in knowledge, skills, and productive work ethic. This project is located in Blitar City, East Java, with the target user being the community of Blitar district whose population shows the same poverty characteristics, i.e. more than 35% of the poor are unemployed, and the average final education of the poor are at the junior high school. Blitar City Regency currently does not have Job Training Center facilities, so the local government has difficulties in conducting job training programs. This proposal for the Job Training Center project in the City of Blitar is designed with the main function of education and employment training. This function includes instructional class facilities and vocational workshops, self-study facilities, discussion areas, community activities, and supporting facilities (dormitory and employment consultation). For the building design to carry out its functions effectively, design issues are raised based on the needs of the Job Training Center to operate, namely ease of circulation and accessibility for users and operational needs, ease of users to be oriented in multi-facility buildings, stimulation for a learning environment that increases learning productivity and social interaction between users, and utilization of the natural potential of the site for a comfortable learning environment. In the design, the main concept was formulated, namely Collabor(active) space. This concept is realized through a space that acts as a circulation and orientation center, an interaction and collaboration center, an active independent learning center, and an Attractive and relaxation space. text |
