Palu City is the capital of Central Sulawesi Province, with a population of around 374,000 people (in 2020), but only 21% of the population has access to piping water services. PDAM Palu City has a service of up to 50% in 2017 but decreased in 2018 to 18% due to an earthquake in Palu City. Therefore, in order to guarantee the availability of water for the people of Palu City, it is necessary to develop a clean water distribution channel in Palu City, especially for the districts who have the highest population because they are in the center of Palu, but have low service coverage. One of the distribution network development plans is Pasigala SPAM with a capacity of 450 L/s. The development of the Palu City clean water distribution network through SPAM Pasigala is planned to serve four sub -districts in the center of Palu City, namely South Palu District, East Palu, West Palu, and Tatangga. With the clean water distribution network from SPAM Pasigala, it is expected that the level of clean water services for the four sub -districts will increase up to above 90% in 2043. There are 3 alternative development paths, namely using a loop system, combination system, and branch system. All alternatives are analyzed using epanet 2.0 hydraulic modeling. After obtaining the results of hydraulic, investment, and operational analysis for each alternative, the best alternative selection is carried out with the Simple Additive Weighting (SAW) method. From the weighting with the SAW method obtained alternative 1 as an alternative selected with a loop-gravitation system distribution. The pipe to be used is HDPE PN10 pipe (3 – 28 inches) with a total length of 48072.48 meters. The reservoir capacity is at a volume of 7776 m3 with dimensions of length, width, and height are 44, 44 and 5m respectively. The reservoir and IPA SPAM Pasigala will be located in Oloboju Village, Sigi Biromari District, Sigi Regency. The cost of procurement and installation of pipes and their accessories is Rp. 119,673,518,493.00. text
