ABSTRACT: <br /> <br /> <br /> <br /> <br /> This review is being settled in order to recognize the participation and I HIPPA organization ability level in financing supporting of the main net operation and maintenance (prime and secondary level) after the submit of irrigation management in 2002. <br /> <br /> <br /> <br /> <br /> This review is done by observation method in the field, interview, and questionnaire. Also, the observations sampling is cluster sample (area/territorial sampling). In order to figure the participation and I HIPPA organization ability level in financing, Operation and Maintenance use descriptive statistic and continued with correlation and regression statistic be able to recognize the influence from free variable which is I HIPPA organization (X1), technical (X2), farming (X3) and tight variable which is the financing ability to support operation and maintenance (Y) according to the track analysis. <br /> <br /> <br /> <br /> <br /> The ordinal data of questionnaire result in the first place was transformed into interval data using method of successive interval (MSI) in order to know the real point of the respondents answers and the questionnaire data result in more objective way. Then we use software statistical product and service solution (SPSS) 13.0 to view the correlation and influence of the overviewed variable. <br /> <br /> <br /> <br /> <br /> According to the review result either through the field observation or the questionnaire result process, the biggest correlation in the financing ability to support operation and maintenance is the organization aspect of I HIPPA which is as high as 0,74 (strong), this value view the organizations role which has an important part in financing support of operation and maintenance. Nevertheless to fulfill requirement of expense of operation and maintenance of irrigation network, it requires contribution from I HIPPA organization because fee which has been paid are still small if it is compared to agriculture production result has obtained.
