The Bandung Regency Government carried out the sale of plots of land allocated as housing to the community and the construction of facilities and infrastructure, such as government offices, public facilities, and education. The land owned by the Bandung Regency Government was sold and bought by the community with the issuance of the Regent's Decree No: 648/487/UM/VII/87. With the issuance of the decree, the community gets an SPH (Letter Release of Rights). However, in 1986, the plan for Baleendah Village to become the center of government in Bandung Regency was not realized. From the SPH, land registration activities related to the issuance of certificates could not be carried out, resulting in land problems in Baleendah Village and the issuance of a moratorium policy by the government regarding land certification. Researchers carried out participatory community mapping to collect data and map land parcels related to land which was a release of rights. The participatory mapping involved the community and the Baleendah Village. In this study, researchers designed a framework for evaluating community participation in the implementation of participatory mapping in Baleendah Village to resolve existing conflicts. The evaluation framework compiled consists of the social, land, and participatory mapping domains, along with the subdomains and sub-domain criteria. The results of the evaluation of the level of community participation through the evaluation framework that was prepared, identified low community participation. This happened, due to the lack of continuity and certainty from the government's socialization to the community regarding land and evidenced by the small amount of data collected, so that the implementation of participatory mapping was not effective/not going well as an effort to resolve land conflicts. text |
