One form of achieving this target is through community -based slum management programs such as the Cash for Work City Without Slums Program (KOTAKU CFW) which is the case study in this final project. In view of this, this study aims to identify each stage of the implementation of the KOTAKU CFW program in Cicadas Village, the me thod of selecting participants in each activity, modes of communication and decision making, the authority and power of the community, as well as identifying the available participation structures, using the method qualitative descriptive analysis with dat a collected through interviews, focus group discussions, questionnaires, and secondary data. The conclusion of this study is that there are 5 stages in the implementation of the KOTAKU CFW Program, namely the preparation, planning, disbursement, implementation, and post -program stages. The practice of the participants reviewed is divided into 3 dimensions, namely the mechanism for selecting participants, modes of communication and decision making, and the level of authority and power of the community. Overall, the dominant participant selection method is stakeholder lay. The dominating mode of communication and decision making is deliberate and negotiated. The authority and power possessed by the community are dominated by no influenc e and direct authority from all stages. In achieving SDG 11.3.2, the availability of the participation structure itself has been carried out directly, regularly, and democratically, but the activities in this program itself are still not inclusive because they have not been able to involve children under 15 years old, parents over 60 years old, persons with disabilities and others. diverse group of women. text
