Summary:Population growth and increasing development activities in various sectors have caused various urban problems, one of which is pollution of domestic wastewater, this has also resulted in the achievement of many targets on an international, national and regional scale in order to reduce the pollution. Stakeholders at the regional level become the main line in making policy directions, regulations and implementing them in the field, so that these achievement targets can be achieved and pollution can be reduced. This study aims to determine the planning program for the development of domestic wastewater management in South Tangerang City, by knowing the level of contribution of internal and external factors in the planning program, it is expected to be able to provide alternative strategies for implementation and development, therefore, information on community participation is needed for planning activities. with a Likert scale and Paired Comparison to 100 respondents from community elements in 7 sub-districts, as well as 10 sources from local government elements who are directly related to carrying out their duties and functions. The South Tangerang City Government through the "Wastewater System Management and Development Program", has a planning program for the development of domestic wastewater system management, including 1Planning for the Development of a Domestic Wastewater (Grey Water) & Stool (Black Water) Management System, 2Installation of Sludge Treatment (IPLT). ), 3Management of Scheduled Sludge Services (LLTT) and 4Preparation of Regional Regulations on Domestic Wastewater Management and Service Charges. The research analysis resulted in the implementation of the planning program, the contribution level of internal factors was 52.45%, while external factors were 47.55%. The alternative strategy for the development of domestic wastewater management in South Tangerang City based on the identification analysis of the IFE matrix is 3.11 and EFE 2.79, while the SWOT quadrant analysis has the value of the (X) axis 1.02 and the (Y) axis 0.99 so that the program in the category of growth and development, where the level of contribution of internal factors must be able to increase external factors with an aggressive local government strategy, such as continuous integration cooperation with all elements of stakeholders so that the implementation of domestic wastewater management planning programs runs optimally and is sustainable in line with increasing service coverage, public awareness and participation.
