Summary: | The city's growth and rapid development has resulted high rates of urbanization
and demand for residential area. The imbalance between the provision of areas and
population growth causes problems such as the presence of slum settlements. The
proliferation and expansion of slum settlements may cause a great threat to
environmental damage and the preservation of its resources if it is not handled
comprehensively. The realization of a decent city for human survival has also
become a global commitment as stated in the SDGs and is confirmed by the
existence of NUA. To overcome these problems, the Indonesian government created
the Neighborhood Upgrading and Shelter Project Phase 2 (NUSP-2) Program in
2015-2018. Based on the detailed database on reducing the slum area of the NUSP-
2 Program, Tanjung Jabung Barat Regency is included in several areas that have
the largest reduction in slum area. Furthermore, Kampung Nelayan Village
occupies the main position of the largest slum reduction in Tanjung Jabung Barat
Regency. Kampung Nelayan has an attraction to study, considering its location is
in a peat coastal area that has biodiversity and several ecological functions for
human survival, therefore it is necessary to evaluate the effectiveness of handling
slum settlements seen from sustainable development principles.
This research uses a qualitative method with a pseudo-evaluation approach, and
based on the time of implementation it is included in the ex-post evaluation. This
evaluation is used to assess the effectiveness of the NUSP-2 program. The data
collection method is done by triangulation, which is a technique of combining
observations, interviews, and reviews from various kinds of literature, while the
analysis is carried out qualitatively with an evaluation approach. The study’s result
shows that the NUSP-2 Program in the study area had been effective in dealing
with the problem of slum settlements. In the process, it has also applied the
principles of sustainable slum management from three variables: economic, sociocultural, and institutional. Furthermore, there is sustainability in handling slum
settlements after the NUSP-2 program on three environmental, economic, and
socio-cultural variables. The success of this program is also supported by
community empowerment and the active involvement of stakeholders, including the
involvement of women’s group. The community participates in all activities fromvi
planning, and construction, to maintenance. They know environmental problems
and find the right solution independently according to their local knowledge. In
addition, the creation of a collaboration between community institutions and local
governments can also facilitate achieving the goal of realizing a better residential
area. |
