Summary:The West Java Provincial Government shows its seriousness in meeting the needs of livable and affordable housing for the community, namely by building simple rental flats spread across four locations. The purpose of building these flats is to provide rent-based housing for temporary low-income people before they can own their own houses, so that the naming of simple flats rented by the West Java Provincial Government is referred to as transit apartments. The purpose of managing transit apartments is to improve the implementation of Transit Apartments so that they can be successful and effective, so that the achievement of fulfilling affordable, dignified, safe, comfortable, and healthy residential houses for its residents can be realized. The transit apartment that was first built by the West Java Provincial Government is the Rancaekek Transit Apartment but based on preliminary findings, the manager's handling of inundation / flooding problems and maintenance is still lacking, so as to reduce the comfort and usability of the building. This study is intended to evaluate and determine the value of the level of effectiveness of the management of the Rancaekek Transit Apartment felt by its residents. The method used is a descriptive quantitative approach, with data collection techniques using questionnaires, interviews, and observations to collect primary data and literature studies to collect secondary data. The questionnaire was distributed to 100 respondents using a simple random sampling technique using nominal and ordinal calculation scales. The discussion of this study discusses the variables contained in West Java Governor's Regulation no. 27/2019 concerning the Management of Simple Rental Flats in West Java which is packaged using POAC management theory by Terry and Rue (2010). The results showed that the effectiveness rate of the Rancaekek Transit Apartment for its residents obtained an average value of 85,76% (effective), with the planningiv aspect obtaining a value of 95.75% (effective), organizing getting a score of 89.14% (effective), implementation getting a score of 87.2% (effective), and the value of obtaining supervision aspects getting a score of 70,72% (quite effective). The findings in this study are that there is still a slight inaccuracy in the occupancy component, the manager is still not effective in dealing with inundation/flooding problems and maintenance care is only carried out when called, the role of the provincial government in conducting direct guidance to residents is still lacking, and the role of residents in providing responsiveness and initiative to existing activities is still lacking. At the end of the discussion, recommendations were given so that the level of effectiveness was maintained and further improved.
