Summary: | Nawacita is the agenda and vision and mission of the Joko Widodo administration which
contains nine main government agendas that aim to accelerate the increase in growth and
equitable development in order to improve community welfare and regional development. The
Complete Systematic Land Registration (PTSL) is one of the national strategic programs
supporting Nawacita which focuses on providing legal certainty and legal protection of land
rights to the community so as to improve the welfare and prosperity of the community and the
country's economy. The final product of the PTSL program is a certificate that has a very
important position, in addition to reducing conflicts over land ownership disputes between
the public sector and the government, certificates have a high economic value if used as
collateral for debt by obtaining land Mortgage Rights to banks or other financial institutions
to obtain business capital which in the end is expected to have an impact on increasing
people's income.
This study aims to examine the effect of PTSL activities on access to business capital for the
community to conduct independent businesses so as to encourage an increase in community
income in Cianjur Regency. The study sample consisted of 100 respondents who participated
in the PTSL program in Cianjur Regency, where the sample determination used the slovin
technique. The methods of data collection that are required are observation, interviews and
dissemination of questionnaires. This research uses a quantitative descriptive approach by
combining inferential statistical analysis and spatial statistical analysis.
The results showed that the implementation of the Complete Systematic Land Registration
(PTSL) program for five years in Cianjur Regency went well. The number of registered land
legalizations in Cianjur Regency within five years has increased rapidly since the PTSL
program was implemented in 2017. The PTSL program is also considered to change the
stigma of the community about registering land that was once a difficult process with
expensive costs and long management time. It is easy, cheap and fast and can be enjoyed by
all levels of society. Business actors who have obtained land certificates from the PTSL
program who then take advantage of access to credit to increase business capital have
increased income compared to before they participated in the PTSL program. |
