The problem of climate change globally has a significant impact on the environment. Various solutions to minimizing the impact on the environment have been carried out over the last two decades. Construction and development in the building sector also contribute to harming the environment; therefore, various solutions are offered in the building sector. One of them is the implementation of the green building concept. The main building of the Ministry of PUPR is one of the pilot projects in implementing the green building concept. However, the unfamiliar practice of building green buildings and the involvement of multiple actors from various disciplines can lead to disagreements and controversy. Over time, the main building of the Ministry of PUPR has been operating for a decade, and the practice of green buildings continues to develop. Thus, it is important to identify more deeply the process of planning, implementing, and utilizing green buildings in the main building of the Ministry of PUPR and look at this process from an ethical perspective. This can be analyzed and studied more deeply by using the study of mapping controversy, exploratory analysis of data and interviews, and descriptive analysis with the concept of design with ethics. Through this study, it can be seen that the various controversies that occurred involved not only human actors but also non-human actors. The controversy that occurs also shows how architecturally the building will continue to move and evolve. Although green building practices are not yet common in Indonesia, According to Greenship, the process of planning, implementing, and utilizing green buildings in the main building of the Ministry of PUPR cannot be separated from the involvement of the Green Building Council Indonesia (GBCI). In addition, the practice of planning the main building of the Ministry of Public Works and Public Housing cannot be separated from an ethical perspective. When viewed through the lens of design with ethics, the practice of green buildings as part of environmental ethics will demonstrate how green buildings are designed and can meet ethical criteria. The perspective of design with ethics also shows how an artifact can be the responsibility of an engineer or designer. Thus, it can be seen from this research that the collaborative efforts of the various actors and associations involved are important for further consideration and scrutiny. especially in the practice of "green" buildings, which has been in transition and still growing.
