In Indonesia, efforts are being undertaken to encourage renewable energy. The Government of Indonesia set a goal of the National Energy Plan (RUEN), which was outlined in Presidential Regulation No. 22/2017. The RUEN targets for a renewable energy mix including at least 23% of the total primary energy production in 2025 and at least 31% in 2050. However, just 11.2% of energy came from renewable sources until 2020. Biogas has the potential to assist Indonesia in meeting its domestic energy demands while adhering to the country's climate mitigation pledges and growth plans. The Indonesia Domestic Biogas Program (IDBP) is a multi-stakeholders program, has various stakeholders depending on their role in this program. Therefore, the process of value co-creation can be effective if the stakeholders have value co-creation. In this sense, the present research finds it necessary to investigates issues in the Indonesia Domestic Biogas Program development using the concept of value co-creation (on service ecosystem perspective). This study used qualitative and quantitative data to attain greater knowledge and understanding of the IDBP through stakeholders related to thie program. Two studies are employed: PESTEL Analysis to analyze the influence of external factors on the program and Porter's Five Forces to describe the profit potential of the various sectors. Further, Thematic analysis is used to analyze the different perspectives of various research participants and investigate the key insights from the data set. Thus, SWOT analysis is then used to a mix of external and internal factors to determine the strategic implications. After collecting all the data and analysis, it was found that sharing the same vision and value between actors of this program will influence the continuity of the IDBP to co-create value, make impact, and obtain social, economic, and environmental sustainability. The Indonesia Domestic Biogas Program should maintain the value of co-creation among stakeholders and leveraging the sustainability strategy for the sustainability of the development of this program. Therefore, the service ecosystem approach can be used to support decision-making towards sustainability of the Indonesia Domestic Biogas Program. text
