Summary:The community development model that is emerging takes various perspectives from both the community and development practitioners. Starting with Schutte's (2020) idea regarding collective needs as the basis for formulating the development agenda, the author conducted an in-depth case study in two locations with different characteristics and needs, Alamendah and Panggungharjo. Collective needs approach explains how it is important for the community to articulate problems and manifest them into the need’s formulations, which are influenced by the conditions of each location. Qualitatively, the mapping of associations that occur in the development process based on the activities of practitioners which are carried out with the aim of identifying the actors involved and the changes in society. The suitability of the development agenda with the needs of the community can be seen from the roles that the community has in each process. Alamendah has collective needs in agriculture starting from selecting the commodities, farming methods to involvement in the marketing of crops. Meanwhile, Panggungharjo fulfills collective needs by encouraging community participation in village institutions and village-owned businesses. Past experiences of actors in both locations show that the development which has been carried out is the results of various collective actions.
