Article 28 H of the 1945 Constitution of the Republic of Indonesia, The government emphasizes that everyone has the right to live in physical and spiritual prosperity, to have a place to live, and admit a good and healthy environment. The right of residency has described in several world declarations. The provision of decent and affordable housing is also stated in the Sustainable Development Goals (SDGs) as a global development agreement. However, there are still many poor people who cannot afford a decent house to live. This condition is exacerbated in urban areas, as growing cities have many households without adequate housing. This study explores the implementation of the government's housing provision program to address the problems of people with low incomes. Through the perspective of actor- network theory, this research will explore the housing provision program that is carried out in an integrated manner between institutions in the City of Bandar Lampung, then map the role of the development agents involved.
