The KOTAKU Program is one of the efforts to overcome the problem of slum settlements by using community empowerment as the main strategy to achieve the sustainability of the results of the handling carried out. The KOTAKU Program aims not only to deal with slum settlements by building and repairing infrastructure, but also to maintain the status of settlements that are no longer slums and remain sustainable so that slums do not grow back. This goal can be achieved through empowering the main actor implementing sustainability, namely the community by strengthening the social capital of the community so as to achieve a civil society system. Communities in each kelurahan were brought together to form an organization that became a forum for the community to increase understanding of the problems of slum settlements in their respective kelurahan and solutions to deal with it. The organization is called the Self-help Community Organization (BKM). The KOTAKU Program in Bandar Lampung has been at the sustainability stage since 2019 or has been running for approximately four years and it was found that there had been damages to the infrastructure resulting from the development of the KOTAKU Program in every kelurahan. This has created slums again in each kelurahan. To find out how the condition of BKM in carrying out its role, this study aims to evaluate the effectiveness of BKM in managing the results of the KOTAKU Program in Bandar Lampung City. The analytical method used is an evaluation method with a qualitative research approach. The evaluation method used is pseudo-evaluation (Pseudo-Eavluation), because this study evaluates the effectiveness of BKM after the implementation of the KOTAKU Program was completed in 2018. A qualitative approach was used because it corresponds to the type of data needed by researchers, namely the type of qualitative data in the form of information from interviews, secondary data, and field observations. The data used relates to three organizational effectiveness variables, namely goal attainment, resource of organization, and cooperation of organization. These three variables are the result of a synthesis of a review of the literature on organizational effectiveness. Based on the analysis conducted, the researchers concluded thatvi BKM had not been effective in managing the results of the KOTAKU Program in Bandar Lampung City. This is due to the failure to achieve objectives at the sustainability stage, inadequate BKM resources to carry out its role, and the nonimplementation of BKM's cooperative relationships with community members and other non-governmental organizations. Thus, the implementation of the KOTAKU Program sustainability stage in Bandar Lampung City was not successful. This failure requires collaboration between the local government and the community, because the community has not been able to carry out the sustainability stage without assistance from the local government to periodically increase community capacity according to the needs of the community. This research can be used as a reference for evaluating slum management programs in Bandar Lampung City and can be an illustration for finding solutions based on the condition of the root causes that must be addressed first so that subsequent programs for dealing with slums become more efficient and on target. text |
