In this case, the conversion of nonresidential land into residential land is commonplace. On the other hand, the limited availability of land in cities increases land prices and house prices. The government's obligation to create a decent place to live is realized in the One Million Houses Program. The One Million Houses Program for low-income earners is realized in the program of subsidized housing. However, the sustainability of the subsidized housing program is considered not optimal in terms of compliance with the provisions for subsidized housing development. The conversion of non-residential land into residential is considered to cause incompatibility with the spatial plan. The quality of the subsidized housing is low. Inadequate availability of infrastructure, facilities, and subsidized housing utilities. The price of subsidized housing that continues to creep up has an impact on the affordability of subsidized housing, which is not accessible to some low-income earners so it is indicated that the recipients of the subsidized housing program are less targeted. In addition, people's perceptions and people's preferences of subsidized housing are also important things to study. Therefore, the purpose of this research is to evaluate the subsidized housing program and people's preferences for subsidized housing in Cirebon City. The evaluation is related to the suitability of the housing location to the spatial plan, the intensity of the use of housing space according to the spatial plan, the completeness in the provision of housing infrastructure; housing facilities; and housing utilities following the standards, the suitability of recipients of the subsidized housing program, affordability of subsidized housing prices, public perceptions and public preferences towards subsidized housing in Cirebon City. The results of the analysis uses descriptive quantitative method through literature studies, direct observation, and questionnaires. The results of this study state that the provision of subsidized housing in Cirebon City has complied to the standard with a complied percentage of 76.05%. The housing location is a priority factor for the community in choosing subsidized housing in the Cirebon City. The results of the analysis are expected to be input for the government in determining policies to maximize the fulfillment of the housing subsidy program. This analysis result also expected to be recommendation for the developers in building subsidized housing.
