The physical condition of the Cirebon Kasepuhan Palace area tends to experience a decrease in the quality of space. Changes in the area that have the potential to damage the image and cultural heritage of the area can be seen in new developments that damage cultural heritage attributes, neglected cultural heritage, and changes in the function of land use from residential areas to industrial ones that damage historic artifacts, the neighborhood areas that are starting to be abandoned, and treated areas affected by river floods. This transformation needs to be anticipated, especially in cultural heritage areas that have the potential to change the shape and structure of cultural heritage in the future so that the identity and character of the area can be maintained. The design idea of this area is to continued existence of cultural heritage that synergizes with the development of modern cities using a fragmental design method with qualitative descriptive analysis to study the character of the area, and explanatory analysis to study the problems and potential in the area. From the results of the analysis, it shows that the design criteria that need to be applied to the area include zoning arrangements in accordance with the level of protection of cultural heritage, strengthening the character of the area by intensity arrangement, styling the typical palace building style, facilitating cultural activities and providing new regional attractions as an attraction to revive the area. Circulation paths that are interconnected and development of riverside areas that are adaptive and responsive to disasters. The application of these criteria is carried out to protect and preserve cultural heritage, revive abandoned areas and protect cultural heritage and areas from river floods. text
