Summary: | In military, it is known Command, Control, Communication, Computer, and Intelligence (C4I) as a high performance Decision Support System. C4I begins by collecting data from real world using real time communication means. Then, the data is processed by intelligent computer. The result is sign of commands that should be executed immediately. C4I system is successful in modern war. Using C4I, the decision respond time is faster based on complete, precise, and up to date fact. It is hoped that the high performance of C4I can be transformed into civil system. Using Information and Communication Technology C4I system is transformed into the mixing of technology such as data mining, document management, knowledge management, expert system, and game theory. The model is represented in a cycle of Observation, Orientation, Decision, and Action (OODA). The result is a command system model helping the government leader to get the right strategic decission in civil system. The model is tested on a case: decreasing of internet cost by Ministry of Communicaiton and Information Technolgy of the Republic of Indonesia. The result is a recommendation for the percentage of internet cost decreasing and the condition to ensure that the decreasing has an efect for internet customer. <br />
