Summary: | In the development context, transportation is vital in the interaction between regions. A region will develop if there is a dynamic movement of people and goods. The smoothness of this transfer process influences the success of the development. Although the three essential elements of transportation (vehicles, networks, and storage capacity) significantly influence society and urban development, the study of parking should be more attention. In various cities worldwide, parking has also become a development issue involving urban planning and human resources. Compared to off-street parking, on-street parking is a fairly complex issue in many cities worldwide. As one of the public goods, on-street parking is managed through a series of public policies issued by the government. In Bandung, parking problems revolve around the many illegal parking attendants, ticket manipulation by parking attendants, and the collection of parking fees that still need to be optimized. The concept of electronic parking (e-parking) through parking machines technology launched in 2013 has yet to overcome this problem. Various previous studies have not been able to see how the association between human elements (social) and parking machines (technical). Parking management policies should involve an in- depth understanding of the role played by humans and also the role of the devices involved in management parking itself. This study attempts to describe the roles of these two factors in an associative/relational manner from the perspective of Actor- Network Theory. With a qualitative method, data comes from interviews, observations, and various sources from the internet related to the parking management process on Jalan Braga, a Bandung City "showcase" located in the city centre zone with a high level of activity. The results of the data analysis show an overview of on-street parking management practices involving various human and non-human entities. During its emergence, parking management was a security service in guarding vehicles, which then began to shift its meaning and function to become a sector relied on as government revenue. The ineffectiveness of parking machines is caused by the loss of relations built by actors in achieving the initial conceptual goals of this technology. The use of technology in public services should pay attention to heterogeneous associations between human and non-human actors, as well as calculations and a series of translations that occur through these heterogeneous associations. Further research can be expanded by involving the
point of view of the parking user community and carried out in locations with regional characteristics with more diverse functions.
