Summary:Regional development is an interesting thing to study from an institutional aspect. With collaboration between stakeholders, regional development becomes more focused because there is a division of tasks, authorities, responsibilities, and so on. Collaborative Governance in Kab. Banyuwangi as an innovation in development is systemically diffused during the leadership of the Regent Abdullah Azwar Anas with the aim of alleviating poverty by boosting the potential of the tourism sector in Kab. Banyuwangi by making SKPD (Regional Work Unit) as the main locomotive which besides being able to release sectoral ego, and in the future it becomes a work culture and triggers more local contributions and initiatives that also emerge from non-state actors. This study then seeks to explore collaborative governance practices as an innovation that has a diffusion process. Using qualitative methods, it is hoped that collaborative governance can be described from the perspective of diffusion, from its formation process to the impact on its implementation in Kab. Banyuwangi in order to become a best practice that can be imitated by other regions in Indonesia.
