Summary:The smart city concept emerged as an urban governance trend in Indonesia’s region, one of which is Bekasi City. Smart city governance in Bekasi City is based on regional regulation number 2 in 2020 concerning the implementation of smart City Government of Bekasi City. One of Bekasi Smart City Projects development, is public services innovation using Information, Communication and Technology (ICT) based to actualize smart government through smart governance. Public Services use smart system platform (SSP) introduced by Prof. Suhono from LAPI ITB and PT. Telkomsel. Electronic public services appear in every Regional Apparatus Organization (OPD) in Bekasi City, one of which is Health department which is developing smart health. Based on the findings, there are services that sustainable and non-sustainable programs. Sustainable services are owned by OPD, which is smart health that currently integrated with smart governance services. Even though electronic services did not sustain and there was a change in leadership, the Smart City Vision in Bekasi City is still being pursued by Diskominfostandi. Service continuity can be seen from the governance that is carried out. Governance is the rules, rewards, or controls that cover processes and systems. The Bekasi City Government issues regulations made by regional heads, then translated into strategic plans belonging to local government organizations. In the field findings, the diffusion process in smart city governance in Bekasi City will be summarized using innovation diffusion framework. Single loop and triple loop social learning was found in its development. It's just that the double loop learning is only on the Smart City vision which is still attached to the City Government. But developing electronic public services does not change the value in society. It was also found that human actors and non-human actors influencing the development of electronic public service governance will be identified using the Actor Network Theory principle. The limitations of this research are focused on governance that occurs in sustainable and non-sustainable smart health and smart governance projects. Smart health projects are used to provide health information and management systems for the public in an effective and efficient manner, while smart governance projects are defined as urban management by maximizing existing resources, so as to provide quality services to the public. With the smart health and smart governance projects, transformation can be studied in the development of governance in the Bekasi Smart City Government in every planning and implementation.
