Summary: | The construction industry has seen significant growth, as evidenced by the number of buildings and physical structures being built. The development of the construction industry essentially considers the most important factor in the success of infrastructure establishment, which is human resources (HR). HR in the construction industry, which means labor or manpower, is one of the most important elements that will affect the sustainability and continuity of the implementation of construction projects. One way to demonstrate the competence possessed by the labor force in Indonesia is by obtaining a specific well-established certification that is completely free from any conflicts of interest. The Act No. 02 of 2017 on Construction Services states that construction workers are required to be certified and this certification refers to the National Competency Standards of Indonesia (SKKNI). Based on the regulation of the LPJK No. 5 of 2017 on the Registration and Certification of Experts, it is stated that there is a classification of the experts of implementation management, with one sub-classification which is an expert of project management, referring to the National Competency Standards of Indonesia (SKKNI) No. 390 of 2015, which has been mandated in Article 10 paragraph 2 of the Indonesian Labor Law No. 13 of 2003. There is also an international reference standard (Best Practice) from the Project Management Institute with the Project Management Body of Knowledge (PMBoK) guide and the Construction Extension to the PMBoK as a guide for mastering project management skills in a professional level. Seeing the condition in Indonesia in carrying out the certification for one who has project management skills has referred to the SKKNI. This referral is made based on the area of skilled labor and is the result of the formation of the Labor Law, certainly very different from the expert labor. Considering this phenomenon, it is certainly required to identify and analyze the applicable competency standards with various systems such as studying the content of the SKKNI to get an initial overview along with the PMBoK as a comparison for each competence. Project management skills in the SKKNI are spread out in several stages, starting from pre-design-design-procurement-implementation-handover, which is a form of Asset Life Cycle that is considered in contrary with the international reference where the project management only focuses on the implementation stage by performing management functions or called process clusters in the PMBoK, namely Initiation-Planning-Executing-Monitoring
and Controlling-Closing approaches. This finding provides an overview that there is a discrepancy in the SKKNI that wrongly interprets the management function or process cluster and the Asset Life Cycle, as these two are very distinct. In addition, it is also necessary to identify the organizations involved in determining the competency standards, the basic regulations in supporting the competency standards for the experts possessing the project management skills, and the prevailing procedures. These identifications result in a formulation in the form of important aspects in in carrying out the development of competency standards for project management experts including the competency and experience, organization, regulations, and phases.
