Summary:The DKI Jakarta water resources agency manages flood mitigation efforts in DKI Jakarta on a self-managed basis (DSDA). Dredging the river is one of the programs carried out to restore its capacity and performance to accommodate the increased flow rate. Due to a lack of heavy equipment and personnel on the project, the dredging program has conducted less than optimally. The contractor's involvement is required to aid in the completion of the dredging work. The performance-based contract (PBC) is a type of contract that can address issues related to the operation of self-management system. The PBC contract lasts more than one year because there are several works integrated into one contract. The PBC contract system is following the river dredging objectives to ensure that the performance and capacity of the river are always maintained. The study aims to assess the possibilities for implementing PBC contracts in river dredging programs by considering contract aspects, supporting, and inhibiting factors, and the Department's level of readiness in implementing PBC contacts for river dredging in DKI Jakarta. Data collection was carried out by distributing questionnaires and then conducting interviews with the DKI Jakarta water resources agency which organizes the river dredging program on a self-managed basis. Descriptive statistical analysis was used on the results of the assessment or approval level of aspects that had been previously identified through a literature review (organizational aspects, technical aspects, legal aspects, and financial aspects). The results of the analysis obtained several supporting and inhibiting factors as well as the level of readiness for implementing PBC in river dredging in DKI Jakarta. The main factor that supports the implementation of PBC is that respondents from the Jakarta water resource agency agree with the provisions of the PBC, where dredging work is carried out in an integrated manner. While the main inhibiting factors are all factors contained in the organizational aspect including the dissemination of information about PBC which has not been obtained and understanding from the DKI Jakarta Water Resources Service which is not yet sufficient in implementing the PBC concept. Overall, the PBC contract has great potential to be applied to river dredging in DKI Jakarta. The measurement of the readiness level of service users is at a value of 2.67 (the 'ready' category is applied) from a maximum value of 4.00 (very ready). The results of this study can be a reference for the DKI Jakarta water resources agency (DSDA) in considering the implementation of the PBC contract for river dredging, so that it can help optimize the current flood control program.
