CRITICAL STUDY OF THE GREEN BUILDING CONCEPT ON THE POLICY AND IMPLAEMENTATION OF VERTICAL HOUSING CONSTRUCTION IN INDONESIA

Housing construction becomes one of the solutions of backlog problem in Indonesia. Limited area and increasing of necessity of housing, makes the construction of vertical housing becomes an option in housing construction. The increasing of vertical housing construction followed by the increasing of energy consumption and construction resources. To overcome that matter, environmentally friendly and energy saving construction process are needed, responded by the government by issuing policy and law product related to green building construction. However, in this policy, the implementation of green building construction in vertical housing still has weak law firmness. Therefore, this research was conducted to identify the concept of green vertical housing policy based on implementation review of green building policy on vertical housing construction. The policy used is green building construction policy initiated by the Directorate General of Cipta Karya, Ministry of Public Works and Public Housing (PUPR) and vertical housing policy initiated by the Directorate General of Housing, Ministry of PUPR. This research goes through three stages. The identification stage of the reasons for the unregulated implementation of green building in vertical housing uses a policy analysis of green building construction and vertical housing policy used in this study. The identification stage of the factors constraining the implementation of green building construction in vertical housing is carried out by collecting primary data by interviewing stakeholders and processing the data using the correspondence analysis method to see the significance of the constraints and the close relationship between the constraints of implementing green buildings in vertical housing. The verification stage is carried out on vertical housing policy that regulate the prototype design of the vertical housing. The case study buildings and verification to stakeholders regarding the implementation of green building construction that can be applied in vertical housing. To achieve the first rank in every new vertical housing construction. At this verification stage, carried out by the method of policy analysis, comparative analysis and content analysis of the interviews conducted. From this study it could be concluded that there is a necessity for special policy governing the detail implementation of green building construction in vertical housing to achieve the first rank of green building to strengthen the law firmness in their implementation. This research is also recommended the concept of green vertical housing policy to be used in green vertical housing law products in the future.
