The increasing groundwater exploitation has caused environmental degradation which, among others, is water scarcity. One of the government's policy for groundwater conservation since 2003 is the implementation of groundwater tax using NPA formula to calculate water value. Unfortunately, this policy of groundwater tax has not been aplied optimally to obtain the preferred condition. This study aims to analyze relations between HAB (bulk water price) in NPA formula with groundwater availibity, to obtain optimal water price using system dynamics model, so that groundwater rehabilitation can be achieved. The model is developed in 5 sub-models : groundwater sub-model, population sub-model, industry sub-model, landuse sub-model, and groundwater-tax sub-model. Simulation results shows that existing bulk water price today of Rp. 500,-/m3 only gives contribution 0,06-0,24% to total groundwater availability. Long term simulation from 2000-2050, with ignore industry's willingness to pay, get optimal HAB of Rp. 112.000,-/m3 to achieve the preferred condition, that is stability of groundwater stock. Analysis of model behaviour in several scenarios shows that saving groundwater consumption policy by industry that is 50% from its demand will give satisfied result for groundwater rehabilitation, beside the implementation of groundwater tax policy and law enforcement on ilegal groundwater exploitation as control of groundwater consumption behaviour by industry. text
