In consequence, coal mining industry is one of the most highly regulated industry in Indonesia. The Minister of Energy and Mineral Resources (“Minister”) has issued Decree of the Minister to ensure the stability of the domestic coal supply, including to regulates about prioritization the domestic coal supply and to determine the selling price of coal for the domestic market, as well as assignment to coal mining company to fulfill domestic coal need in case of emergency. The existence of this regulations have an impact on and create challenges for coal mining companies, including PT Anugerah Bumi Coal. This study aims to formulate the right strategy for PT Anugerah Bumi Coal to response to such regulations. This research uses qualitative methods to identify the current situation, formulating, and proposing a new strategy. PESTEL, Porter’s 5 Forces, and Competitors’ analysis will be conducted to analyze the external factors. VRIO analysis will be conducted to analyze internal factors. The business strategies to answer the problem will be formulated using TOWS matrix based on the results of the internal and external analysis as well as the primary data collected from the interviews. The results shows that the company shall ensure the sales of coal products with the specifications that are suitable with the domestic needs and that there are potential new customers from the mineral metal processing/refining (smelters) industry. In addition, the relationship with the government and the coal mining association should also be maintained. Short-term and long-term strategies should be implemented, including to optimize the sales of coal products with the specifications that are suitable with the domestic market by maximizing coal blending activity, acquire new smelters customers, cooperate with other parties to develop the required technology to increase company’s ESG performance, encourage employees training to build compliance awareness, and to maintain a good relationship with the government. Coal gasification to produce methanol or DME products should also be explored as a long-term strategy for PT Anugerah Bumi Coal. text
