In this study, the things that can be reviewed with the planning of a dirt toll road in the field are soft soil that can occur and affect the implementation of construction on it. Clay Shale is a mineral composition of clay minerals that has a large swelling and shrinking character when there is a change in water content. Soil will expand (swelling) in wet conditions and will shrink (shrinkage) in dry conditions. The existence of Clay Shale is very unstable even though it is on a flat contour. This raises many geotechnical problems in structural planning of buildings. To deal with sliding, a study was conducted on Clay Shale to find out its residual shear angle so that it can be prevented. From this study it was carried out to recommend the handling that needs to be done for clay shale soil in the Sentul–Karawang Toll Road Planning project with embankments without handling, embankments with 10 layers of 200kN Woven geotextile, embankments with PVD 6 m long with a spacing of 1.5 m and a preloading load as high as 2.5 m and 1m replacement embankments. Analysis of clay shale soil using Plaxis 2D with Undrained A and Undrained B model materials to determine the value of the Safety Factor (SF) of clay shale soil. text
