According to data from Central Bureau of Statistics, Ngurah Rai Airport it is the main gate of entry for foreign tourists. However, South Bali still has more than 90% of the rooms hotel. This has caused a large gap in Local Government Revenue in Bali, one of which is Jembrana regency, which is the Regency with the second lowest local government revenue income. Logistics and Tourism access to Bali from Java via ketapang port to gilimanuk port, then via the national road to Denpasar city. The travel time from Gilimanuk to Denpasar is about 5-7 hours with the state of the national road rolling and hill. The central government is attempting to reduce travel time by developing a plan for a toll road network between Gilimanuk and Mengwi. It is hoped that the gilimanuk - mengwi toll road development will accelerate logistics distribution and open up development areas around Jembrana regency, which will increase local government income in Jembrana Regency, West Bali. Toll road business entities are procured using the mechanism of Government Cooperation with Business Entities, which takes into account the feasibility value of a project with IRR and NPV parameters. Following the announcement of the gilimanuk – mengwi toll development. Development area around the toll road traffic has emerged, which can increase regional income in the Regencys served by the gilimanuk - mengwi toll road, especially in Jembrana regency. According to the analysis, the IRR and NPV of the toll road project increased by 0,3% for IRR and 1055% for NPV compared to before the development area. It will undoubtedly have an effect on local government revenue, with a minimum Rp. 288.243.622.000 and a maximum Rp. 760.306.122.000. text |
