There is an increase in waste generation from the previous condition, especially Personal Protective Equipment (PPE) waste. In general, the source of PPE waste comes from health facilities. But right now, PPE is a daily necessity for people to reduce the rate of virus transmission. This causes an increase in PPE waste at the household scale. PPE waste requires special handling and the government has issued a number of policies. It has become important to study citizen’s behavior in managing PPE waste. In addition, studies related to this matter are still minimal in Indonesia. DKI Jakarta was chosen as the study area because it is the largest city in Indonesia, as well as the epicenter of COVID-19 since the beginning of the pandemic. This study aims to identify the factors that influence people's behavior in managing household PPE waste in DKI Jakarta and to formulate a strategy to improve it. Questionnaires were distributed to 421 respondents online. Association analysis method, PLS-SEM, and descriptive qualitative with the concept of Environmental Management Measurement are used in order to analyze the existing data. The results of the analysis show that the demographic characteristics that influence the intention and behavior of PPE waste management are age, marital status, and education level. In addition, it was also found that attitude, perceived behavioral control, personal norm, environmental self-identity, as well as environmental knowledge and awareness, significantly influence citizens’ intention to manage PPE waste, both directly and indirectly. Meanwhile, perception of government intervention have a direct influence on household PPE waste management behavior. However, gaps are still found between the intentions and behavior of household PPE waste management in DKI Jakarta. This study also formulates three strategic instruments to improve sustainable waste management behavior through economic, regulatory and persuasive instruments. text
