The high poverty and unemployment rate in West Sumatra cause its people try to take make use of their capital to survive. One of the basic components utilized by the community is the availability of land resources. Land has an important meaning for human life because land can be used as an asset as well as an input. However, the level of inequality in the distribution of land tenure and ownership in West Sumatra is quite high. To solve these various problems, one of the policies and programs compiled by the government is the Agrarian Reform Program. As one of the PSN, the agrarian reform program is one of the economic distribution programs which are land-based. The economic distribution to be achieved from the implementation of agrarian reform is closely related to efforts to improve welfare and support people's livelihoods. The implementation of agrarian reform in West Sumatra is carried out in 3 main activities, namely asset reform, access reform or a combination reform. One of the implementers of the program is Pasaman District Land Office which has started implementing the agrarian reform program since 2019 in Lubuk Sikaping District. The program is implemented in the form of asset reform activities, namely land redistribution activities. With Lubuk Sikaping being in the center of activity and also the district capital, the acceleration of land registration in Lubuk Sikaping is a priority for implementation. This is closely related to the opportunity to increase the economic value of certified lands which is expected to increase investment and community participation to improve their standard of living. In this case, land is one of the assets that can generate carrying capacity and value for human livelihoods. The use of land as an effort to support people's livelihoods depends on the livelihood strategies adopted by the community. The choice of livelihood strategy for each community will determine the livelihood outcomes that will be achieved by the community. The achievement of these livelihoods depends on external and internal factors that are inherent in people's livelihoods, as stated in the Sustainable Livelihood Framework (SLF). The SLF is used in this study because the SLF can be used to sharpen the monitoring and evaluation system in development projects. Since the implementation of the land redistribution in 2019, this activity has never been evaluated and it is not yet known how it will impact the community's sustainable livelihoods. Therefore, this study aims to examine the factors that influence the impact of the implementation of the agrarian reform program on the livelihoods of the people in Pasaman Regency in the Sustainable Livelihood Framework. This study is a type of exploratory research with a case study approach. This study uses the SLF to show the level of community vulnerability, community livelihood capital, forms of structural and process transformation in supporting livelihoods, types of livelihood strategies undertaken by the community and livelihood outcomes that the community wishes to achieve. text
