ANALYSIS OF COMMUNITY-BASED ENTERPRISE DEVELOPMENT PROCESS IN INDONESIAN RETURN MIGRANT WORKERS COMMUNITY

Migrant workers are considered to have an important role in development through the flow of remittances to their countries of origin. Called as "remittance heroes", Indonesian Migrant Workers are the second largest contributor to the country's foreign exchange after oil and gas sector. However, the fact shows that Indonesian Migrant workers' contribution to the country's economy is accompanied by various problems, both in the placement country and when they return to their homeland. One of the problems Indonesian Migrant Workers face when they return to Indonesia is the difficulty in building economy for their families. Entrepreneurship is believed to be a solution and strategy for resolving these issues. Several previous studies have shown that there are entrepreneurial activities carried out by Indonesian return migrant workers, both individually and in groups or communities. However, most of literature only focuses on the business and its benefits, while the enterprise creation process has not been studied in depth using a model or framework. This study aims to fill the gap in Indonesian return migrant entrepreneurship literature by analyzing the stages of community-based enterprise development process. This study used a qualitative method with a case study approach. This study examines how a community can act collectively in creating a community-based enterprise by using the case study of the Sahabat Bersama PKTKI Cooperative formed by the Migrant Worker Families Community or Komunitas Keluarga Buruh Migran (KKBM) Karawang. By using the model of the stages of community social enterprise development process from Munoz et al. (2014) which has been modified according to research needs, the results show that in the creation of Sahabat Bersama PKTKI Cooperative there were six stages that were passed, namely stage 1: legitimacy, stage 2: needs/opportunity recognition, stage 3: group coalescence, stage 4: organizational establishment, stage 5: community enterprise operates, and stage 6: community enterprise grows.
